SUMMARY:American Foreign Policy: The Next Four Years
DESCRIPTION:The World Affairs Council of Greater Reading will hold a forum on “American Foreign Policy: The Next Four Years”\, Wednesday\, January 15\, 2025\,  4-5 p.m.\, the McGlinn Conference and Spirituality Center\, 460 Bernardine Street\, Reading\, PA.   The event is free of charge.  Advanced registration is encouraged but not required. \nDr. Irene Langram\, vice president for academic affairs\, Albright College\, Dr. Randall Newham\, professor of political science\, Penn State University\, Berks Campus\, and Dr. Nicholas Nicollete\, associate professor of political science\, Alvernia University will address aspects of American foreign policy as it projects within the incoming presidential administration. The panelists each will present for about 8 minutes followed by question and answer and the opportunity for robust exchange with the audience in attendance. \nThe forum presents a good opportunity for people to attend a World Affairs Council of Greater Reading program who are not normally available to attend during the day.  Eighty-eight people attended a parallel event on the Israeli and Palestinian conflict this past January 17.  We welcome members and non-members alike.  The event is attractive for teachers who may want to bring students outside of the school day and for faculty and students at all levels to attend independently. \n\nClick here to register for this webinar now

DESCRIPTION:Michael E. O’Hanlon is a senior fellow and director of research in Foreign Policy at the Brookings Institution\, where he specializes in U.S. defense strategy\, the use of military force\, and American national security policy. He directs the Strobe Talbott Center on Security\, Strategy and Technology\, as well as the Defense Industrial Base working group\, and is the inaugural holder of the Philip H. Knight Chair in Defense and Strategy. He co-directs the Africa Security Initiative as well. He is an adjunct professor at Columbia\, Georgetown\, and George Washington universities\, and a member of the International Institute for Strategic Studies. He also serves as a member of the Defense Policy Board at the U.S. Department of Defense. O’Hanlon was a member of the external advisory board at the Central Intelligence Agency from 2011-12. O’Hanlon’s latest book\, “Military History for the Modern Strategist: America’s Major Wars Since 1861” (Brookings and Rowman & Littlefield\, 2023) was published in January 2023. \nO’Hanlon’s other books include “The Art of War in an Age of Peace: U.S. Grand Strategy and Resolute Restraint” (Yale\, 2021); “Defense 101: Understanding the Military of Today and Tomorrow” (Cornell\, 2021); “The Senkaku Paradox: Risking Great Power War over Limited Stakes” (Brookings\, 2019); “Beyond NATO: A New Security Architecture for Eastern Europe” (Brookings\, 2017); “The Future of Land Warfare” (Brookings\, 2015); and “Strategic Reassurance and Resolve: U.S.-China Relations in the 21st Century” (with Jim Steinberg\, Princeton University Press\, 2014).  He edited “Brookings Big Ideas for America” (Brookings\, 2017). Previously\, he wrote “Crisis on the Korean Peninsula” (with Mike Mochizuki\, McGraw-Hill\, 2003); “Winning Ugly: NATO’s War to Save Kosovo” (with Ivo Daalder\, Brookings\, 2000); and about a dozen other books. \nO’Hanlon has written several hundred op-eds in major domestic and international newspapers. His articles have appeared in Foreign Affairs\, The National Interest\, Survival\, Washington Quarterly\, Joint Forces Quarterly\, and International Security\, among other publications. O’Hanlon has appeared on television or spoken on the radio more than 4\,000 times since September 11\, 2001. \nO’Hanlon was an analyst at the Congressional Budget Office from 1989-1994\, where he won the Director’s Award in 1992. He also worked previously at the Institute for Defense Analyses. His doctorate from Princeton is in public and international affairs\, where he was awarded a National Science Foundation fellowship. His bachelor’s and master’s degrees\, also from Princeton\, are in the physical sciences. He served as a Peace Corps volunteer in the Democratic Republic of Congo from 1982-84\, where he taught college and high school physics in French. DESCRIPTION:Keith Mines is vice president of the Latin America program at USIP. \nMines joined USIP after a career at the State Department\, where he was most recently director for Andean and Venezuelan affairs. In 32 years of diplomatic and military service\, he has worked on governance and institution building in Central America and Colombia; Middle East peace in Israel and the West Bank; post-conflict stabilization in Haiti\, Iraq and Afghanistan; global financial stability and the environment in Brazil; security sector reform in Hungary; famine relief and tribal reconciliation in Darfur and Somali; and creating a culture of lawfulness as the first director of the Merida Initiative in Mexico City. \nA frequent contributor to publications such as the Foreign Service Journal and Orbis\, Mines has written extensively on post-conflict stabilization\, peacebuilding and negotiations\, and the roots of civil conflict. His book\, “Why Nation Building Matters: Political Consolidation\, Building Security Forces\, and Economic Development in Failed and Fragile States\,” was published by the University of Nebraska Press in 2020. DESCRIPTION:Charles Kupchan is a senior fellow at the Council on Foreign Relations (CFR) and professor of international affairs at Georgetown University in the Walsh School of Foreign Service and Department of Government. \nFrom 2014 to 2017\, Kupchan served as special assistant to the president and senior director for European affairs on the staff of the National Security Council (NSC) in the Barack Obama administration. He was also director for European affairs on the NSC during the first Bill Clinton administration.  Before joining the Clinton NSC\, he worked in the U.S. Department of State on the policy planning staff.  Previously\, he was an assistant professor of politics at Princeton University. \nKupchan has served as a visiting scholar at Harvard University’s Center for International Affairs\, Columbia University’s Institute for War and Peace Studies\, the International Institute for Strategic Studies in London\, the Centre d’Étude et de Recherches Internationales in Paris\, and the Institute for International Policy Studies in Tokyo. From 2006 to 2007\, he was the Henry A. Kissinger scholar at the Library of Congress and a fellow at the Woodrow Wilson International Center for Scholars. SUMMARY:Globally Adept: How Lifelong Learning Shapes a Better World with Carol Jenkins
DESCRIPTION:Carol Jenkins is the CEO of World Learning Inc.\, which encompasses three distinct branches: The Experiment in International Living; School for International Training\, which includes SIT Study Abroad and SIT Graduate Institute; and the nonprofit global development and exchange unit World Learning. Jenkins also serves as president of the global development and exchange division\, where she oversees programs in more than 30 countries. Jenkins has served in multiple positions at World Learning over more than a decade. She first joined in June 2007 as senior director of international programs after a 16-year career in humanitarian aid and development. She spent seven years at the organization\, including three years as head of its International Development and Exchange. In 2014\, after nearly a year working on business and program development for World Vision in East Africa\, Jenkins returned to World Learning. Under Jenkins’s leadership\, World Learning’s development portfolio has seen revenue increase by 14 percent with continued anticipated growth. She oversaw the merger of World Learning’s three development and exchange offices into one location\, leveraging the assets of more than 100 staff members. She was named CEO in February 2018. Prior to joining World Learning\, Jenkins was director of program development for International Medical Corps\, where she managed a team of technical business development professionals to improve the quality of field programs and expand the coverage to project recipients. She also previously spent 12 years working for World Vision\, including a period during which she was posted in Southern Africa. Jenkins holds a bachelor’s degree in political science from Messiah College in Pennsylvania. Bret is the creator and manager of Hamilton 2.0\, an online open-source dashboard tracking the outputs of Russian\, Chinese\, and Iranian state media outlets\, diplomats\, and government officials. As an expert in computational propaganda\, state-backed information operations\, and tech regulation\, he has spoken at conferences around the globe and advised numerous governments and international organizations. His research has appeared in the New York Times\, USA Today\, the Wall Street Journal\, and the Washington Post\, and he has been interviewed on NPR\, MSNBC\, CNN\, Al Jazeera\, and the BBC. Prior to joining GMF\, he spent more than ten years in the television and film industry\, including stints at Cartoon Network and as a freelance writer for Warner Brothers. He also worked in Budapest as a radio host and in Berlin as a semi-professional baseball player in Germany’s Bundesliga. DESCRIPTION:Ambassador William B. Taylor is vice president\, Europe and Russia at the U.S. Institute of Peace. In 2019\, he served as chargé d’affaires at the U.S. embassy in Kyiv and as the U.S. ambassador to Ukraine from 2006 to 2009. During the Arab Spring\, he oversaw U.S. assistance and support to Egypt\, Tunisia\, Libya and Syria. He served in Jerusalem as the U.S. government’s representative to the Mideast Quartet. He served in Kabul in 2002 and in Bagdad in 2004. \nIn the 1990’s Ambassador Taylor coordinated U.S. assistance to the former Soviet Union and Eastern Europe. DESCRIPTION:Natan Sachs is the director of the Center for Middle East Policy and a senior fellow in the Foreign Policy Program at Brookings. He has taught as an adjunct professor at Georgetown University’s Department of Government and its Security Studies Program. Prior to joining Brookings\, Sachs was a Fulbright fellow in Indonesia\, a visiting fellow at Tel Aviv University’s Dayan Center for Middle East and African Studies\, and a Hewlett fellow at Stanford’s Center on Democracy\, Development\, and the Rule of Law. \nSachs is an expert on Israeli foreign policy\, its domestic politics\, and on U.S. policy toward the Middle East. His writing has appeared in such publications as Foreign Affairs\, The Washington Post\, The Atlantic\, Foreign Policy\, The New York Times Global\, Yediot Ahronot\, and Haaretz. His forthcoming book describes the aftermath of the Israeli-Palestinian peace process\, the dangers of both a one-state agenda and “anti-solutionism\,” and recommends policy for promoting a more peaceful and just relationship among Israelis and Palestinians. \nSachs has provided testimony before Congress and has offered expert commentary to the New York Times\, The Washington Post\, The Financial Times\, The Wall Street Journal\, The New Yorker\, Bloomberg\, and many other publications. DESCRIPTION:VIRTUAL EVENT 12:00 NOON APRIL 10TH \nMr. Witman will review the 4\,000  year history of the region\, expanding upon the well-received presentation he made as part of the panel discussion on the current Palestinian and Israeli conflict hosted by the World Affairs Council of Greater Reading January 17\, 2024 at the McGlinn Conference and Spirituality Center\, Alvernia University. \nTod Witman is a 32 year veteran educator in Berks County’s public schools\, with the last 21 served at Schuylkill Valley High School.  He is a longtime teacher of Advanced Placement World History and World Cultures courses and has taught almost every Social Studies course offered at SVHS.  He has participated in multiple highly selective institutes designed for high school history teachers\, including several from the Foreign Policy Association in New York City and the Foreign Policy Research Institute in Philadelphia.  These range in topics from the Israeli-Palestinian conflict to Iran’s interactions with the West to Russia’s foreign policy aspirations since the collapse of The Soviet Union.  In addition to teaching high school history\, he is a scoring leader for the College Board’s annual AP World History Reading.  He has also served as an AP World History consultant for the College Board and the National Math and Science Initiative via a program that delivers Advanced Placement content to traditionally underserved student populations in New York City.  He founded the World Affairs Club and Model UN Team at Schuylkill Valley High School and has worked closely with the World Affairs Council of Greater Reading to bring international learning opportunities to students across Berks County. \nThis event will be held VIRTUALLY at 12:00 Noon April 10th.\nClick here to register for this event now.

SUMMARY:Responding to Disasters with Adrian Grieve
DESCRIPTION:Adrian Grieve moved to United States from Scotland in 1985 after graduating with a degree in Social Work. He became a Red Cross disaster volunteer as a direct result of the December 1988 Pan Am 103 crash in his hometown of Lockerbie\, Scotland. He subsequently joined as a paid employee in 1992\, serving in multiple roles including Regional Disaster Officer and Executive Director. Adrian is currently the Central Atlantic Division Disaster State Relations Director serving DC\, DE\, MD\, VA\, and FEMA Region III. He has responded to over 30 large disasters such as hurricanes\, tornadoes\, floods\, and wildfires and hundreds of local home fires. Dr. Moore also works collaboratively with colleagues across campus to elevate Penn faculty engagement initiatives with regional or thematic foci. \nScott Moore is a political scientist whose interests center on environmental sustainability\, technology\, and international relations. His first book\, Subnational Hydropolitics: Conflict\, Cooperation\, and Institution-Building in Shared River Basins (Oxford University Press\, 2018)\, examines how climate change and other pressures affect the likelihood of conflict over water within countries. Prior to Penn\, Dr. Moore was a Young Professional and Water Resources Management Specialist at the World Bank Group\, and Environment\, Science\, Technology\, and Health Officer for China at the U.S. Department of State\, where he worked extensively on the Paris Agreement on climate change. Prior to entering public service\, Dr. Moore was Giorgio Ruffolo Post-Doctoral Research Fellow with the Belfer Center for Science and International Affairs at Harvard University. Scott’s research and commentary on a wide range of environmental and international affairs issues has appeared in a range of leading scholarly journals and media outlets\, including Nature\, The China Quarterly\, Foreign Affairs\, and The New York Times. DESCRIPTION:Dr. Daniel Markey is a senior advisor on South Asia at the United States Institute of Peace. He is also a senior fellow at the Johns Hopkins University’s School of Advanced International Studies (SAIS) Foreign Policy Institute. \nFrom 2015-2021\, Dr. Markey was a senior research professor in international relations at SAIS\, where he launched and led the Master of Arts in Global Policy degree program and taught courses in international politics and policy. From 2007-2015\, Dr. Markey was a senior fellow for India\, Pakistan\, and South Asia at the Council on Foreign Relations. From 2003 to 2007\, Dr. Markey was a member of the U.S. State Department’s Policy Planning Staff. His work focused on U.S. strategy in South Asia\, especially Pakistan and India. Prior to government service\, he taught in the Department of Politics at Princeton University and served as executive director of Princeton’s Research Program in International Security. Earlier\, he was a postdoctoral fellow at Harvard’s Olin Institute for Strategic Studies. \nDr. Markey has two decades of academic\, think tank\, and government experience focused on international relations and U.S. policy in Asia\, with a particular focus on South Asia and China’s evolving role in the region. Dr. Markey earned his bachelor’s in international relations from Johns Hopkins and his doctorate in politics from Princeton. \nDr. Markey is the author of China’s Western Horizon: Beijing and the New Geopolitics of Eurasia (Oxford University Press\, 2020). The book assesses the evolving political\, economic\, and security links between China and its western neighbors\, including Pakistan\, India\, Kazakhstan\, Russia\, Saudi Arabia\, and Iran. He is also the author of No Exit from Pakistan: America’s Tortured Relationship with Islamabad (Cambridge University Press\, 2013) as well as numerous reports\, articles\, book chapters\, and opinion pieces. DESCRIPTION:Irene Langran is the Associate Dean of General Education and Faculty Development at Albright College. She is also a professor of Political Science\, teaching courses in international law\, human rights\, and global health. Her research interests include globalization\, global health\, and global governance. A passionate advocate of interdisciplinary studies\, Dr. Langran co-edited Globalization and Global Citizenship: Interdisciplinary Approaches (Routledge\, 2016). She has published in several academic journals\, including Journal of Asian and African Studies\, Asian Studies\, New Global Studies\, Canadian Journal of Political Science\, American Journal of Islamic Social Sciences\, and Journal for Peace and Justice Studies. An innovative teacher dedicated to the promotion of civil and productive political conversations in the classroom\, Dr. Langran received the Lindback Award for Distinguished Teaching at Albright College in 2016. \nDr. Langran received her doctorate from the University of Toronto\, specializing in the comparative politics of developing countries. The field research for her dissertation focused on health sector reform in the war-torn southern Philippine region of Mindanao. SUMMARY:New Crisis Narratives for Europe: Redefining Political Motives via Russian Disinformation about Ukraine with Dr. Marco Ehrl
DESCRIPTION:Dr. Marco Ehrl is an Assistant Professor in the Department of Communication Studies at Kutztown University of Pennsylvania. He earned his first M.A. in Communication and American Studies from the University of Duisburg-Essen in Germany. He earned his second M.A. in Communication from Central Michigan University and his Ph.D. in Communication from Texas A&M University. His research explores European and International crisis narratives\, global media\, and political rhetoric. Using qualitative and quantitative methods\, Marco’s research examines how political crisis narrators like the media\, public spheres\, and political leaders define the causes\, consequences\, and cures of political crises. Dr. Ehrl’s recent publications appeared in the International Journal of Strategic Communication and Communication and the Public. In addition\, Dr. Ehrl regularly presents his research at conferences including the International Association for Media and Communication Research\, the International Society for the Study of Argumentation\, the National Communication Association\, and the Rhetoric Society of America. Dr. Ehrl is also a Faculty Leader for The Washington Program and has worked with the Pentagon-based Strategic Multi-Layered Assessment Group conducting open-source intelligence research. \nPlease note the location change. SUMMARY:Race\, American Diplomacy and why Diversity is so Important with Ambassador Charles Ray
DESCRIPTION:Charles A. Ray is a retired Foreign Service Officer who served 30 years in the US Foreign Service\, and before that\, 20 years in the US Army. During his army service\, including two tours in Vietnam\, he served in Military Intelligence\, Special Operations\, and Public Affairs\, with tours of duty in Germany\, Korea\, Vietnam\, and Panama\, as well as posts throughout the U.S.\, and retired in 1982 with the rank of Major. \nDuring 30 years in the Foreign Service\, he was posted to China\, Thailand\, Sierra Leone\, Vietnam\, Cambodia\, and Zimbabwe. His overseas assignments included service as Deputy Chief of Mission in Sierra Leone during that country’s transition to democratic rule\, he was the first US Consul General in Ho Chi Minh City\, Vietnam\, and was ambassador to Cambodia and Zimbabwe. From 2006 to 2009\, he was Deputy Assistant Secretary of Defense for POW/Missing Personnel Affairs and Director of the Defense POW/Missing Personnel Office. \nSince retirement from public service\, he has been a full time freelance writer and consultant\, and is the author of more than 60 books of fiction and non-fiction\, including three books on leadership. He is a frequent blogger and contributor to several Internet news and content sites. Ray is also a photographer and artist\, and has worked as a journalist and artist for a number of publications in the US and abroad. During the late 70s he was editorial cartoonist for the Spring Lake (NC) News\, a weekly newspaper near Fort Bragg\, NC. He was the first chairman of the American Foreign Service Association’s Professionalism and Ethics Committee. He runs a workshop on professional writing for Rangel Scholars at Howard University each summer\, and has lectured at the Osher Lifelong Learning Institute of Johns Hopkins University\, speaking on global hotspots and the History of American Diplomacy. He has also done consulting work for the Department of Defense on personnel recovery (working with the Angel Thunder PR exercise) and as an interagency subject matter expert during army unit pre-deployment training. \nRay is a member of the American Foreign Service Association (AFSA)\, the Association of Black American Ambassadors\, and the American Academy of Diplomacy. \nA native of Texas\, Ray now makes his home in North Potomac\, MD\, a suburb of Washington\, DC. \nThis event will be held at Legend’s Restaurant at noon on May 17th. \nClick here to register for this event now. \nThe event is being sponsored by Vice Admiral Daniel Cooper (Retired).

DESCRIPTION:Elizabeth Smith currently serves as the Public Diplomacy Officer for Public Engagement (Cultural Affairs Officer) at U.S. Embassy San Jose\, Costa Rica.  Within this portfolio\, she works on educational and cultural programming\, particularly for socially disadvantaged communities.  Her work includes building relationships with Costa Ricans through people-to people programs such as cultural and academic exchanges\, English language teaching\, women and youth entrepreneurship\, STEAM initiatives\, and various grant programs which promote U.S. values. \nPreviously\, she has served the U.S. Department of State in our missions in Pakistan\, Mexico\, and Guyana.  Prior to joining the Foreign Service\, she taught English as a Second Language in New York City public high schools and trained English teachers in Nicaragua through the English Language Fellows Program.   \nShe holds a B.A. in Romance Languages\, Urban Studies\, and Immigration Studies from New York University and a M.S. in Teaching English to Speakers of Other Languages from Fordham University.  In her free time\, she is currently pursuing a M.A. in International Law and Diplomacy from the University for Peace in Costa Rica\, charted by the United Nations.  She was raised in Lancaster\, PA. \nNo registration required. SUMMARY:Climate Change and the Future of Humanity with Dr. Spencer Stober
DESCRIPTION:Dr. Spencer S. Stober is a Professor of Biology at Alvernia University\, Reading\, PA\, where he taught Biology for 30 years. Since earning his doctorate at Temple University\, with a specialization in Educational Leadership and Policy Studies\, he teaches graduate courses in leadership and supervises dissertations. In 2005 he received Alvernia’s Christian R. & Mary F. Lindback Foundation Award for Excellence in Teaching\, and he was awarded the Neag Professorship in 2011. He has also served in several key administrative positions at Alvernia University\, including Department Chairperson\, Ph.D. Program Director\, Dean of Arts and Sciences\, and Dean of Graduate and Continuing Studies. Dr. Stober is an active participant in Common Ground’s Research Networks\, serving as a co-chair for “Organization Studies” and as an advisory board member for the international “On Sustainability Research Network.” His work on environmental\, cultural\, and socio-economic sustainability has enabled him to travel\, often with students\, to universities and various venues in more than 40 countries. Dr. Stober recently served as a co-editor with Dr. David Humphreys for a volume entitled Transitions to Sustainability: Theoretical Debates for a Changing Planet\, and he co-authored Nature-centered Leadership: An Aspirational Narrative\, with two Ph.D. students (Tracey L. Brown and Sean J. Cullen); both volumes were published by Common Ground in 2014 and 2013 respectively. Dr. Stober also co-authored a book with Dr. Donna Yarri\, Associate Professor of Theology at Alvernia University\, entitled God\, Science\, and Designer Genes: An Exploration of Emerging Issues in Genetic Technologies\, published by Praeger in 2009. \nThis event is being held at noon at Legends Restaurant on April 12th.\nClick here to register for this event now.

DESCRIPTION:Delegations from Reading’s two sister cities\, Reading\, England and Reutlingen\, Germany are coming to Reading March 12-17 to join in the celebration of the 275thanniversary of Reading’s founding.  The World Affairs Council of Greater Reading is pleased to hold a breakfast program as  part of the week long set events  planned  for the visits. \nThe program  will be Thursday\, March 16 at the DoubleTree by Hilton.  Registration and breakfast\, 7:15-8:00 a.m. Program: 8-9 a.m. \nThe program with be in the form of a moderated panel discussion with a representative from each delegation discussing the value each perceives in the sister city partnership and a  representative of Reading discussing the significance of the 275th anniversary and the importance of the sister city relationships.  Question and Answer with the audience will follow with everything concluding sharply at 9 a.m. \nThe DoubleTree has heavily discounted the cost for the breakfast as part of its contribution to the 275th anniversary celebration.
