SUMMARY:The Role of the Inspector General in the Battle for Honest and Accountable Government with Glenn Fine
DESCRIPTION:Glenn Fine is a nonresident fellow in the Governance Studies program at The Brookings Institution. \nFine served as the Inspector General for the Department of Justice from 2000 to 2011 in the Clinton\, Bush\, and Obama Administrations. As the Inspector General\, he supervised and issued reports of investigations and audits on many high-profile issues facing the Department of Justice. \nAfter practicing law at a firm\, Fine returned to government\, and in January 2016 he became the Acting Inspector General for the Department of Defense. In this role\, he led the largest inspector general’s office with more than 1700 staff in 50 offices around the country and the world\, for over four years. \nFine has testified more than 50 times before Congressional committees and has written articles on the role of inspectors general\, federal investigations\, and management in federal agencies. He has received numerous honors for his inspector general work\, including being named the Lawyer of the Year by the National Law Journal. \nFine graduated from Harvard College\, where he majored in economics. He was the co-captain of the Harvard basketball team and was selected in the 10th round of the 1979 NBA draft by the San Antonio Spurs. Instead of trying out for the Spurs\, he attended Oxford University on a Rhodes Scholarship. \nFine earned a law degree from Harvard Law School. After law school\, he worked as an Assistant United States Attorney in Washington D.C. She was previously a senior international researcher and director of the Center for Middle East Public Policy at the RAND Corporation. She has also been a fellow at the Wilson Center\, the Merrill Center at Johns Hopkins School of Advanced International Studies\, the International Institute for Strategic Studies\, and the Nieman Foundation at Harvard. A former foreign correspondent for U.S. News & World Report and senior editor at Foreign Affairs\, Ms. Robinson provides frequent commentary on international affairs and U.S. foreign policy. Her books include Masters of Chaos\, a New York Times bestseller; Tell Me How This Ends\, a Foreign Affairs bestseller and a New York Times Notable Book of 2008; One Hundred Victories\, about Afghanistan; and Intervention or Neglect\, about Central America. She received the Gerald R. Ford Prize for Reporting on National Defense and the Maria Moors Cabot Prize from Columbia University for reporting on Latin America. SUMMARY:Oversight of Government Programs and Funds: Domestic and International Structures and Challenges - with Ann Calvaresi Barr
DESCRIPTION:This event is rescheduled for Thursday February 20 due to an inclement weather forecast. \nFormer Inspector General Ann Calvaresi Barr led the oversight of activities conducted by USAID\, the U.S. African Development Foundation\, the Inter-American Foundation\, the Millennium Challenge Corporation\, and the Overseas Private Investment Corporation. In fiscal year 2017\, USAID alone managed nearly $30 billion in budgetary resources to provide humanitarian assistance and advance economic growth and democracy around the world. Ms. Calvaresi Barr also works with the Inspectors General of the Department of State and the Department of Defense to coordinate each OIG’s activities under the Lead Inspector General for Overseas Contingency Operations initiative. Ms. Calvaresi Barr took office in November 2015 and worked tirelessly to strengthen OIG’s contributions to and support of integrity\, efficiency\, and effectiveness in the Nation’s complex foreign assistance programs and operations. \nMs. Calvaresi Barr previously served as the Deputy Inspector General at the U.S. Department of Transportation from 2010 to 2015. In that position\, Ms. Calvaresi Barr provided leadership and direction of audits and investigations of transportation issues\, as well as oversight of Office of Inspector General operational support activities. \nMs. Calvaresi Barr joined the U.S. Department of Transportation as the Principal Assistant Inspector General for Auditing and Evaluation in March 2009. She directed and oversaw all audit work on the Department’s air\, highway\, public transit\, maritime\, and rail programs\, including implementation of the American Recovery and Reinvestment Act of 2009\, which invested over $48 billion in the Nation’s transportation infrastructure. She assumed this position after a 25-year career at the U.S. Government Accountability Office. \nAt GAO\, Ms. Calvaresi Barr served as a director in the Acquisition and Sourcing Management team in Washington\, DC. As a senior executive\, Ms. Calvaresi Barr was responsible for directing numerous engagement teams\, producing reports\, and delivering congressional testimony on technology transfer\, the defense supplier base\, and contract management. Ms. Calvaresi Barr started her GAO career in 1984\, working on healthcare and intergovernmental relations issues. From 1988 to 1993\, she completed an overseas tour in GAO’s former European office in Frankfurt\, Germany\, where she worked largely on defense\, international affairs\, and national security issues. Prior to her GAO career\, she worked for the City of Reading\, PA\, and for the City Manager of Rockville\, MD. \nMs. Calvaresi Barr is a graduate of Dickinson College in Carlisle\, PA\, where she earned a B.A. degree in political science in 1982. DESCRIPTION:Narges Bajoghli (pronounced: Nar-guess Baa-jogh-lee) is a scholar\, public intellectual\, and award-winning author whose work explores the intersections of media\, power\, and resistance in global politics. She serves as the Faculty Lead of  Middle East Studies at Johns Hopkins University’s School of Advanced International Studies (SAIS) and is the co-director of the Rethinking Iran Initiative. Narges is also the co-Editor-in-Chief of Visual Anthropology Review\, where she helps shape the conversation around innovative approaches to visual storytelling in anthropology. \nHer first book\, Iran Reframed: Anxieties of Power in the Islamic Republic (Stanford University Press)\, received widespread acclaim and multiple awards for its groundbreaking ethnographic approach. Her second book\, How Sanctions Work in Iran\, offers an in-depth analysis of the impact of sanctions on Iranian society. Narges’s forthcoming book\, Workshop of War\, examines the legacy of chemical warfare in the Middle East and its broader implications for global military experimentation and violence. \nNarges’s research and writing have been featured in prominent outlets\, including Foreign Affairs\, The New York Times\, and The Atlantic. She is a frequent commentator on issues such as sanctions\, resistance movements\, and the role of media in shaping political ideologies. DESCRIPTION:The World Affairs Council of Greater Reading will hold a forum on “American Foreign Policy: The Next Four Years”\, Wednesday\, January 15\, 2025\,  4-5 p.m.\, the McGlinn Conference and Spirituality Center\, 460 Bernardine Street\, Reading\, PA.   The event is free of charge.  Advanced registration is encouraged but not required. \nDr. Irene Langram\, vice president for academic affairs\, Albright College\, Dr. Randall Newham\, professor of political science\, Penn State University\, Berks Campus\, and Dr. Nicholas Nicollete\, associate professor of political science\, Alvernia University will address aspects of American foreign policy as it projects within the incoming presidential administration. O’Hanlon is a senior fellow and director of research in Foreign Policy at the Brookings Institution\, where he specializes in U.S. defense strategy\, the use of military force\, and American national security policy. He directs the Strobe Talbott Center on Security\, Strategy and Technology\, as well as the Defense Industrial Base working group\, and is the inaugural holder of the Philip H. Knight Chair in Defense and Strategy. He co-directs the Africa Security Initiative as well. He is an adjunct professor at Columbia\, Georgetown\, and George Washington universities\, and a member of the International Institute for Strategic Studies. He also serves as a member of the Defense Policy Board at the U.S. Department of Defense. O’Hanlon was a member of the external advisory board at the Central Intelligence Agency from 2011-12. O’Hanlon’s latest book\, “Military History for the Modern Strategist: America’s Major Wars Since 1861” (Brookings and Rowman & Littlefield\, 2023) was published in January 2023. \nO’Hanlon’s other books include “The Art of War in an Age of Peace: U.S. Grand Strategy and Resolute Restraint” (Yale\, 2021); “Defense 101: Understanding the Military of Today and Tomorrow” (Cornell\, 2021); “The Senkaku Paradox: Risking Great Power War over Limited Stakes” (Brookings\, 2019); “Beyond NATO: A New Security Architecture for Eastern Europe” (Brookings\, 2017); “The Future of Land Warfare” (Brookings\, 2015); and “Strategic Reassurance and Resolve: U.S.-China Relations in the 21st Century” (with Jim Steinberg\, Princeton University Press\, 2014).  He edited “Brookings Big Ideas for America” (Brookings\, 2017). Previously\, he wrote “Crisis on the Korean Peninsula” (with Mike Mochizuki\, McGraw-Hill\, 2003); “Winning Ugly: NATO’s War to Save Kosovo” (with Ivo Daalder\, Brookings\, 2000); and about a dozen other books. \nO’Hanlon has written several hundred op-eds in major domestic and international newspapers. In 32 years of diplomatic and military service\, he has worked on governance and institution building in Central America and Colombia; Middle East peace in Israel and the West Bank; post-conflict stabilization in Haiti\, Iraq and Afghanistan; global financial stability and the environment in Brazil; security sector reform in Hungary; famine relief and tribal reconciliation in Darfur and Somali; and creating a culture of lawfulness as the first director of the Merida Initiative in Mexico City. \nA frequent contributor to publications such as the Foreign Service Journal and Orbis\, Mines has written extensively on post-conflict stabilization\, peacebuilding and negotiations\, and the roots of civil conflict. His book\, “Why Nation Building Matters: Political Consolidation\, Building Security Forces\, and Economic Development in Failed and Fragile States\,” was published by the University of Nebraska Press in 2020. DESCRIPTION:Charles Kupchan is a senior fellow at the Council on Foreign Relations (CFR) and professor of international affairs at Georgetown University in the Walsh School of Foreign Service and Department of Government. \nFrom 2014 to 2017\, Kupchan served as special assistant to the president and senior director for European affairs on the staff of the National Security Council (NSC) in the Barack Obama administration. He was also director for European affairs on the NSC during the first Bill Clinton administration.  Before joining the Clinton NSC\, he worked in the U.S. Department of State on the policy planning staff.  Previously\, he was an assistant professor of politics at Princeton University. \nKupchan has served as a visiting scholar at Harvard University’s Center for International Affairs\, Columbia University’s Institute for War and Peace Studies\, the International Institute for Strategic Studies in London\, the Centre d’Étude et de Recherches Internationales in Paris\, and the Institute for International Policy Studies in Tokyo. From 2006 to 2007\, he was the Henry A. Kissinger scholar at the Library of Congress and a fellow at the Woodrow Wilson International Center for Scholars. From 2013 to 2014\, he was a senior fellow at the Transatlantic Academy. DESCRIPTION:Carol Jenkins is the CEO of World Learning Inc.\, which encompasses three distinct branches: The Experiment in International Living; School for International Training\, which includes SIT Study Abroad and SIT Graduate Institute; and the nonprofit global development and exchange unit World Learning. Jenkins also serves as president of the global development and exchange division\, where she oversees programs in more than 30 countries. Jenkins has served in multiple positions at World Learning over more than a decade. She first joined in June 2007 as senior director of international programs after a 16-year career in humanitarian aid and development. She spent seven years at the organization\, including three years as head of its International Development and Exchange. In 2014\, after nearly a year working on business and program development for World Vision in East Africa\, Jenkins returned to World Learning. Under Jenkins’s leadership\, World Learning’s development portfolio has seen revenue increase by 14 percent with continued anticipated growth. She oversaw the merger of World Learning’s three development and exchange offices into one location\, leveraging the assets of more than 100 staff members. She was named CEO in February 2018. Prior to joining World Learning\, Jenkins was director of program development for International Medical Corps\, where she managed a team of technical business development professionals to improve the quality of field programs and expand the coverage to project recipients. She also previously spent 12 years working for World Vision\, including a period during which she was posted in Southern Africa. Jenkins holds a bachelor’s degree in political science from Messiah College in Pennsylvania. His research has appeared in the New York Times\, USA Today\, the Wall Street Journal\, and the Washington Post\, and he has been interviewed on NPR\, MSNBC\, CNN\, Al Jazeera\, and the BBC. Prior to joining GMF\, he spent more than ten years in the television and film industry\, including stints at Cartoon Network and as a freelance writer for Warner Brothers. He also worked in Budapest as a radio host and in Berlin as a semi-professional baseball player in Germany’s Bundesliga. In 2019\, he served as chargé d’affaires at the U.S. embassy in Kyiv and as the U.S. ambassador to Ukraine from 2006 to 2009. During the Arab Spring\, he oversaw U.S. assistance and support to Egypt\, Tunisia\, Libya and Syria. He served in Jerusalem as the U.S. government’s representative to the Mideast Quartet. He served in Kabul in 2002 and in Bagdad in 2004. \nIn the 1990’s Ambassador Taylor coordinated U.S. assistance to the former Soviet Union and Eastern Europe. DESCRIPTION:Natan Sachs is the director of the Center for Middle East Policy and a senior fellow in the Foreign Policy Program at Brookings. He has taught as an adjunct professor at Georgetown University’s Department of Government and its Security Studies Program. Prior to joining Brookings\, Sachs was a Fulbright fellow in Indonesia\, a visiting fellow at Tel Aviv University’s Dayan Center for Middle East and African Studies\, and a Hewlett fellow at Stanford’s Center on Democracy\, Development\, and the Rule of Law. \nSachs is an expert on Israeli foreign policy\, its domestic politics\, and on U.S. policy toward the Middle East. His writing has appeared in such publications as Foreign Affairs\, The Washington Post\, The Atlantic\, Foreign Policy\, The New York Times Global\, Yediot Ahronot\, and Haaretz. DESCRIPTION:VIRTUAL EVENT 12:00 NOON APRIL 10TH \nMr. Witman will review the 4\,000  year history of the region\, expanding upon the well-received presentation he made as part of the panel discussion on the current Palestinian and Israeli conflict hosted by the World Affairs Council of Greater Reading January 17\, 2024 at the McGlinn Conference and Spirituality Center\, Alvernia University. \nTod Witman is a 32 year veteran educator in Berks County’s public schools\, with the last 21 served at Schuylkill Valley High School.  He is a longtime teacher of Advanced Placement World History and World Cultures courses and has taught almost every Social Studies course offered at SVHS.  He has participated in multiple highly selective institutes designed for high school history teachers\, including several from the Foreign Policy Association in New York City and the Foreign Policy Research Institute in Philadelphia.  These range in topics from the Israeli-Palestinian conflict to Iran’s interactions with the West to Russia’s foreign policy aspirations since the collapse of The Soviet Union.  In addition to teaching high school history\, he is a scoring leader for the College Board’s annual AP World History Reading.  He has also served as an AP World History consultant for the College Board and the National Math and Science Initiative via a program that delivers Advanced Placement content to traditionally underserved student populations in New York City.  He founded the World Affairs Club and Model UN Team at Schuylkill Valley High School and has worked closely with the World Affairs Council of Greater Reading to bring international learning opportunities to students across Berks County. \nThis event will be held VIRTUALLY at 12:00 Noon April 10th.\nClick here to register for this event now.

DESCRIPTION:Adrian Grieve moved to United States from Scotland in 1985 after graduating with a degree in Social Work. He became a Red Cross disaster volunteer as a direct result of the December 1988 Pan Am 103 crash in his hometown of Lockerbie\, Scotland. He subsequently joined as a paid employee in 1992\, serving in multiple roles including Regional Disaster Officer and Executive Director. Adrian is currently the Central Atlantic Division Disaster State Relations Director serving DC\, DE\, MD\, VA\, and FEMA Region III. He has responded to over 30 large disasters such as hurricanes\, tornadoes\, floods\, and wildfires and hundreds of local home fires. DESCRIPTION:At this luncheon\, Dr. Moore will be presenting via Zoom. \nAs Director of China Programs and Strategic Initiatives\, Scott Moore works with faculty members from across the University to design\, implement\, and highlight innovative\, high-impact global research initiatives in areas including sustainability and emerging technology. Dr. Moore directs Penn Global’s four research and engagement fund programs\, including those designed to support faculty-led projects in China\, India\, and Africa. Dr. Moore also works collaboratively with colleagues across campus to elevate Penn faculty engagement initiatives with regional or thematic foci. \nScott Moore is a political scientist whose interests center on environmental sustainability\, technology\, and international relations. His first book\, Subnational Hydropolitics: Conflict\, Cooperation\, and Institution-Building in Shared River Basins (Oxford University Press\, 2018)\, examines how climate change and other pressures affect the likelihood of conflict over water within countries. Prior to Penn\, Dr. Moore was a Young Professional and Water Resources Management Specialist at the World Bank Group\, and Environment\, Science\, Technology\, and Health Officer for China at the U.S. Department of State\, where he worked extensively on the Paris Agreement on climate change. Prior to entering public service\, Dr. Moore was Giorgio Ruffolo Post-Doctoral Research Fellow with the Belfer Center for Science and International Affairs at Harvard University. Scott’s research and commentary on a wide range of environmental and international affairs issues has appeared in a range of leading scholarly journals and media outlets\, including Nature\, The China Quarterly\, Foreign Affairs\, and The New York Times. DESCRIPTION:Dr. Daniel Markey is a senior advisor on South Asia at the United States Institute of Peace. He is also a senior fellow at the Johns Hopkins University’s School of Advanced International Studies (SAIS) Foreign Policy Institute. \nFrom 2015-2021\, Dr. Markey was a senior research professor in international relations at SAIS\, where he launched and led the Master of Arts in Global Policy degree program and taught courses in international politics and policy. From 2007-2015\, Dr. Markey was a senior fellow for India\, Pakistan\, and South Asia at the Council on Foreign Relations. From 2003 to 2007\, Dr. Markey was a member of the U.S. State Department’s Policy Planning Staff. His work focused on U.S. strategy in South Asia\, especially Pakistan and India. Prior to government service\, he taught in the Department of Politics at Princeton University and served as executive director of Princeton’s Research Program in International Security. Earlier\, he was a postdoctoral fellow at Harvard’s Olin Institute for Strategic Studies. \nDr. Markey has two decades of academic\, think tank\, and government experience focused on international relations and U.S. policy in Asia\, with a particular focus on South Asia and China’s evolving role in the region. Dr. Markey earned his bachelor’s in international relations from Johns Hopkins and his doctorate in politics from Princeton. \nDr. Markey is the author of China’s Western Horizon: Beijing and the New Geopolitics of Eurasia (Oxford University Press\, 2020). The book assesses the evolving political\, economic\, and security links between China and its western neighbors\, including Pakistan\, India\, Kazakhstan\, Russia\, Saudi Arabia\, and Iran. He is also the author of No Exit from Pakistan: America’s Tortured Relationship with Islamabad (Cambridge University Press\, 2013) as well as numerous reports\, articles\, book chapters\, and opinion pieces. DESCRIPTION:Irene Langran is the Associate Dean of General Education and Faculty Development at Albright College. She is also a professor of Political Science\, teaching courses in international law\, human rights\, and global health. Her research interests include globalization\, global health\, and global governance. A passionate advocate of interdisciplinary studies\, Dr. Langran co-edited Globalization and Global Citizenship: Interdisciplinary Approaches (Routledge\, 2016). She has published in several academic journals\, including Journal of Asian and African Studies\, Asian Studies\, New Global Studies\, Canadian Journal of Political Science\, American Journal of Islamic Social Sciences\, and Journal for Peace and Justice Studies. An innovative teacher dedicated to the promotion of civil and productive political conversations in the classroom\, Dr. Langran received the Lindback Award for Distinguished Teaching at Albright College in 2016. \nDr. Langran received her doctorate from the University of Toronto\, specializing in the comparative politics of developing countries. The field research for her dissertation focused on health sector reform in the war-torn southern Philippine region of Mindanao.
