She has also been a fellow at the Wilson Center\, the Merrill Center at Johns Hopkins School of Advanced International Studies\, the International Institute for Strategic Studies\, and the Nieman Foundation at Harvard. A former foreign correspondent for U.S. News & World Report and senior editor at Foreign Affairs\, Ms. Robinson provides frequent commentary on international affairs and U.S. foreign policy. Her books include Masters of Chaos\, a New York Times bestseller; Tell Me How This Ends\, a Foreign Affairs bestseller and a New York Times Notable Book of 2008; One Hundred Victories\, about Afghanistan; and Intervention or Neglect\, about Central America. She received the Gerald R. Ford Prize for Reporting on National Defense and the Maria Moors Cabot Prize from Columbia University for reporting on Latin America. DESCRIPTION:This event is rescheduled for Thursday February 20 due to an inclement weather forecast. \nFormer Inspector General Ann Calvaresi Barr led the oversight of activities conducted by USAID\, the U.S. African Development Foundation\, the Inter-American Foundation\, the Millennium Challenge Corporation\, and the Overseas Private Investment Corporation. In fiscal year 2017\, USAID alone managed nearly $30 billion in budgetary resources to provide humanitarian assistance and advance economic growth and democracy around the world. Ms. Calvaresi Barr also works with the Inspectors General of the Department of State and the Department of Defense to coordinate each OIG’s activities under the Lead Inspector General for Overseas Contingency Operations initiative. Ms. Calvaresi Barr took office in November 2015 and worked tirelessly to strengthen OIG’s contributions to and support of integrity\, efficiency\, and effectiveness in the Nation’s complex foreign assistance programs and operations. \nMs. Calvaresi Barr previously served as the Deputy Inspector General at the U.S. Department of Transportation from 2010 to 2015. In that position\, Ms. Calvaresi Barr provided leadership and direction of audits and investigations of transportation issues\, as well as oversight of Office of Inspector General operational support activities. \nMs. Calvaresi Barr joined the U.S. Department of Transportation as the Principal Assistant Inspector General for Auditing and Evaluation in March 2009. She directed and oversaw all audit work on the Department’s air\, highway\, public transit\, maritime\, and rail programs\, including implementation of the American Recovery and Reinvestment Act of 2009\, which invested over $48 billion in the Nation’s transportation infrastructure. She assumed this position after a 25-year career at the U.S. Government Accountability Office. \nAt GAO\, Ms. Calvaresi Barr served as a director in the Acquisition and Sourcing Management team in Washington\, DC. As a senior executive\, Ms. Calvaresi Barr was responsible for directing numerous engagement teams\, producing reports\, and delivering congressional testimony on technology transfer\, the defense supplier base\, and contract management. Ms. Calvaresi Barr started her GAO career in 1984\, working on healthcare and intergovernmental relations issues. From 1988 to 1993\, she completed an overseas tour in GAO’s former European office in Frankfurt\, Germany\, where she worked largely on defense\, international affairs\, and national security issues. Prior to her GAO career\, she worked for the City of Reading\, PA\, and for the City Manager of Rockville\, MD. \nMs. Calvaresi Barr is a graduate of Dickinson College in Carlisle\, PA\, where she earned a B.A. degree in political science in 1982. His book\, “Why Nation Building Matters: Political Consolidation\, Building Security Forces\, and Economic Development in Failed and Fragile States\,” was published by the University of Nebraska Press in 2020. DESCRIPTION:Charles Kupchan is a senior fellow at the Council on Foreign Relations (CFR) and professor of international affairs at Georgetown University in the Walsh School of Foreign Service and Department of Government. \nFrom 2014 to 2017\, Kupchan served as special assistant to the president and senior director for European affairs on the staff of the National Security Council (NSC) in the Barack Obama administration. He was also director for European affairs on the NSC during the first Bill Clinton administration.  Before joining the Clinton NSC\, he worked in the U.S. Department of State on the policy planning staff.  Previously\, he was an assistant professor of politics at Princeton University. \nKupchan has served as a visiting scholar at Harvard University’s Center for International Affairs\, Columbia University’s Institute for War and Peace Studies\, the International Institute for Strategic Studies in London\, the Centre d’Étude et de Recherches Internationales in Paris\, and the Institute for International Policy Studies in Tokyo. DESCRIPTION:Carol Jenkins is the CEO of World Learning Inc.\, which encompasses three distinct branches: The Experiment in International Living; School for International Training\, which includes SIT Study Abroad and SIT Graduate Institute; and the nonprofit global development and exchange unit World Learning. Jenkins also serves as president of the global development and exchange division\, where she oversees programs in more than 30 countries. Jenkins has served in multiple positions at World Learning over more than a decade. She first joined in June 2007 as senior director of international programs after a 16-year career in humanitarian aid and development. She spent seven years at the organization\, including three years as head of its International Development and Exchange. In 2014\, after nearly a year working on business and program development for World Vision in East Africa\, Jenkins returned to World Learning. Under Jenkins’s leadership\, World Learning’s development portfolio has seen revenue increase by 14 percent with continued anticipated growth. She oversaw the merger of World Learning’s three development and exchange offices into one location\, leveraging the assets of more than 100 staff members. She was named CEO in February 2018. Prior to joining World Learning\, Jenkins was director of program development for International Medical Corps\, where she managed a team of technical business development professionals to improve the quality of field programs and expand the coverage to project recipients. She also previously spent 12 years working for World Vision\, including a period during which she was posted in Southern Africa. Jenkins holds a bachelor’s degree in political science from Messiah College in Pennsylvania. DESCRIPTION:Natan Sachs is the director of the Center for Middle East Policy and a senior fellow in the Foreign Policy Program at Brookings. He has taught as an adjunct professor at Georgetown University’s Department of Government and its Security Studies Program. Prior to joining Brookings\, Sachs was a Fulbright fellow in Indonesia\, a visiting fellow at Tel Aviv University’s Dayan Center for Middle East and African Studies\, and a Hewlett fellow at Stanford’s Center on Democracy\, Development\, and the Rule of Law. \nSachs is an expert on Israeli foreign policy\, its domestic politics\, and on U.S. policy toward the Middle East. His writing has appeared in such publications as Foreign Affairs\, The Washington Post\, The Atlantic\, Foreign Policy\, The New York Times Global\, Yediot Ahronot\, and Haaretz. His forthcoming book describes the aftermath of the Israeli-Palestinian peace process\, the dangers of both a one-state agenda and “anti-solutionism\,” and recommends policy for promoting a more peaceful and just relationship among Israelis and Palestinians. \nSachs has provided testimony before Congress and has offered expert commentary to the New York Times\, The Washington Post\, The Financial Times\, The Wall Street Journal\, The New Yorker\, Bloomberg\, and many other publications. Dr. Nehusi is an academic who lectured at the University of Guyana\, the University of London and the University of East London and currently lectures at Temple University in Philadelphia. \nHe is known for his work on linguistics and Ancient Egyptian( Kemet) linguistic dispersal and has a study remit in African and Caribbean history and society; Nile Valley societies; research methodologies; education and socialization. African and Caribbean languages. \nNehusi’s research interests include Africa and its diaspora from ancient to modern times\, the Caribbean and Guyana. SUMMARY:Responding to Disasters with Adrian Grieve
DESCRIPTION:Adrian Grieve moved to United States from Scotland in 1985 after graduating with a degree in Social Work. He became a Red Cross disaster volunteer as a direct result of the December 1988 Pan Am 103 crash in his hometown of Lockerbie\, Scotland. He subsequently joined as a paid employee in 1992\, serving in multiple roles including Regional Disaster Officer and Executive Director. Adrian is currently the Central Atlantic Division Disaster State Relations Director serving DC\, DE\, MD\, VA\, and FEMA Region III. He has responded to over 30 large disasters such as hurricanes\, tornadoes\, floods\, and wildfires and hundreds of local home fires. Dr. Moore also works collaboratively with colleagues across campus to elevate Penn faculty engagement initiatives with regional or thematic foci. \nScott Moore is a political scientist whose interests center on environmental sustainability\, technology\, and international relations. His first book\, Subnational Hydropolitics: Conflict\, Cooperation\, and Institution-Building in Shared River Basins (Oxford University Press\, 2018)\, examines how climate change and other pressures affect the likelihood of conflict over water within countries. Prior to Penn\, Dr. Moore was a Young Professional and Water Resources Management Specialist at the World Bank Group\, and Environment\, Science\, Technology\, and Health Officer for China at the U.S. Department of State\, where he worked extensively on the Paris Agreement on climate change. Prior to entering public service\, Dr. Moore was Giorgio Ruffolo Post-Doctoral Research Fellow with the Belfer Center for Science and International Affairs at Harvard University. Scott’s research and commentary on a wide range of environmental and international affairs issues has appeared in a range of leading scholarly journals and media outlets\, including Nature\, The China Quarterly\, Foreign Affairs\, and The New York Times. DESCRIPTION:Dr. Marco Ehrl is an Assistant Professor in the Department of Communication Studies at Kutztown University of Pennsylvania. He earned his first M.A. in Communication and American Studies from the University of Duisburg-Essen in Germany. He earned his second M.A. in Communication from Central Michigan University and his Ph.D. in Communication from Texas A&M University. His research explores European and International crisis narratives\, global media\, and political rhetoric. Using qualitative and quantitative methods\, Marco’s research examines how political crisis narrators like the media\, public spheres\, and political leaders define the causes\, consequences\, and cures of political crises. Dr. Ehrl’s recent publications appeared in the International Journal of Strategic Communication and Communication and the Public. In addition\, Dr. Ehrl regularly presents his research at conferences including the International Association for Media and Communication Research\, the International Society for the Study of Argumentation\, the National Communication Association\, and the Rhetoric Society of America. SUMMARY:Race\, American Diplomacy and why Diversity is so Important with Ambassador Charles Ray
DESCRIPTION:Charles A. Ray is a retired Foreign Service Officer who served 30 years in the US Foreign Service\, and before that\, 20 years in the US Army. During his army service\, including two tours in Vietnam\, he served in Military Intelligence\, Special Operations\, and Public Affairs\, with tours of duty in Germany\, Korea\, Vietnam\, and Panama\, as well as posts throughout the U.S.\, and retired in 1982 with the rank of Major. \nDuring 30 years in the Foreign Service\, he was posted to China\, Thailand\, Sierra Leone\, Vietnam\, Cambodia\, and Zimbabwe. His overseas assignments included service as Deputy Chief of Mission in Sierra Leone during that country’s transition to democratic rule\, he was the first US Consul General in Ho Chi Minh City\, Vietnam\, and was ambassador to Cambodia and Zimbabwe. From 2006 to 2009\, he was Deputy Assistant Secretary of Defense for POW/Missing Personnel Affairs and Director of the Defense POW/Missing Personnel Office. \nSince retirement from public service\, he has been a full time freelance writer and consultant\, and is the author of more than 60 books of fiction and non-fiction\, including three books on leadership. He is a frequent blogger and contributor to several Internet news and content sites. Ray is also a photographer and artist\, and has worked as a journalist and artist for a number of publications in the US and abroad. During the late 70s he was editorial cartoonist for the Spring Lake (NC) News\, a weekly newspaper near Fort Bragg\, NC. He was the first chairman of the American Foreign Service Association’s Professionalism and Ethics Committee. He runs a workshop on professional writing for Rangel Scholars at Howard University each summer\, and has lectured at the Osher Lifelong Learning Institute of Johns Hopkins University\, speaking on global hotspots and the History of American Diplomacy. DESCRIPTION:Dr. Spencer S. Stober is a Professor of Biology at Alvernia University\, Reading\, PA\, where he taught Biology for 30 years. Since earning his doctorate at Temple University\, with a specialization in Educational Leadership and Policy Studies\, he teaches graduate courses in leadership and supervises dissertations. In 2005 he received Alvernia’s Christian R. & Mary F. Lindback Foundation Award for Excellence in Teaching\, and he was awarded the Neag Professorship in 2011. He has also served in several key administrative positions at Alvernia University\, including Department Chairperson\, Ph.D. Program Director\, Dean of Arts and Sciences\, and Dean of Graduate and Continuing Studies. Dr. Stober is an active participant in Common Ground’s Research Networks\, serving as a co-chair for “Organization Studies” and as an advisory board member for the international “On Sustainability Research Network.” His work on environmental\, cultural\, and socio-economic sustainability has enabled him to travel\, often with students\, to universities and various venues in more than 40 countries. Dr. Stober recently served as a co-editor with Dr. David Humphreys for a volume entitled Transitions to Sustainability: Theoretical Debates for a Changing Planet\, and he co-authored Nature-centered Leadership: An Aspirational Narrative\, with two Ph.D. students (Tracey L. Brown and Sean J. Cullen); both volumes were published by Common Ground in 2014 and 2013 respectively. To understand what these future challenges hold\, Dr. Robert S. Hinck will share findings from his recently co-authored book\, The Future of Global Competition: Ontological Security Narratives in Chinese\, Iranian\, Russian\, and Venezuelan Media. During the presentation\, he will discuss the role of identity\, narrative\, and areas of competition from the perspective of Chinese and Russian media. \nDr. Robert S. Hinck is an Associate Professor of Leadership and Director of Research at Air War College’s Leadership and Innovation Institute. He also serves as Deputy Director of Air University’s Quality Enhancement Plan where he is responsible for developing and assessing curriculum on ethical leadership across the continuum of AF learning. He received his PhD in Communication Studies from Texas A&M University and is lead author of two books\, the most recent entitled: “The Future of Global Competition: Ontological Security Narratives in Chinese\, Russian\, Venezuelan\, and Iranian Media.” His teaching and research have been recognized for excellence from multiple institutions\, including most recently being awarded the Ira C. Eaker Center’s 2022 Educator of the Year. Throughout his academic career\, he has taught over 25 different courses and published over 20 academic articles and book chapters\, 30 research reports\, and 60 conference papers in addition to receiving over $500\,000 in grant funds from the US Department of Defense\, Department of Homeland Security\, and the private non-profit Vaccine Confidence Fund. SUMMARY:My Experience in Nepal with Doug Metcalfe
DESCRIPTION:Doug will be sharing his personal journey of his recent Trek through the Himalayas in Nepal.  This photo presentation will recount the journey of his 14-day Trek through the vast and beautiful Himalayas\, the highest mountain range in the world.  This “once-in-a-lifetime” opportunity took him from Lukla to the Everest Base Camp\, then across the Cho La pass to Gokyo Lake back to Namche Bazaar before returning to Lukla.  Reaching elevations over 18\,000 feet with over 9\,000 feet of elevation gain from the lowest valleys to highest points.  During the presentation Doug will share general information regarding the people\, culture and history of Nepal as well as specific details regarding the preparations\, planning and daily life during this adventure. SUMMARY:The Significance of German-American Relations: A Personal Experience with James Garrett and Tabea Kuhlmann
DESCRIPTION:James Garrett\, a recent graduate of Penn State University\, will be joined by Tabea Kuhlmann\, a student at Ludwig Maximilian University of Munich\, Germany\, to discuss the German-American relationship through the perspective of the transatlantic program Ambassadors in Sneakers. James and Tabea will use this intercultural exchange to highlight topics related to the two countries and international relations generally. \n\n\nThe two\, along with 22 fellow “young ambassadors” from the U.S. and Germany\, spent four weeks of the summer of 2022 exploring topics of transatlantic communication\, human rights\, and youth participation. The group spent time in Saarbrücken\, Berlin\, Reading\, and Washington DC connecting with activists\, political figures\, and community leaders in each location. These included the U.S. Ambassador to Germany Amy Gutmann and the German Ambassador to the US Emily Haber. \n\n\nJames graduated from PSU in May with a B.A. in Political Science and a minor in History. He has been active with the World Affairs Councils of America since November of 2021\, initially as a participant in the WACA’s Student Leadership Mission with the State of Qatar. He has spoken for a previous luncheon with the WAC Greater Reading\, Qatar’s Emerging Role in the Middle East. \n\n\nTabea is a third-semester student of the Faculty of Law of LMU in Munich. She was chair of the Youth Parliament of Friedrichshafen for two years and a founding member of the District Youth Council of Lake Constance. She is furthermore a current participant in the Philip C. O’Hanlon is a senior fellow and director of research in Foreign Policy at the Brookings Institution\, where he specializes in U.S. defense strategy\, the use of military force\, and American national security policy. He directs the Center on Security\, Strategy and Technology\, as well as the Defense Industrial Base working group\, and will be the inaugural holder of the Philip H. Knight Chair in Defense and Strategy. He co-directs the Africa Security Initiative as well. He is an adjunct professor at Columbia\, Georgetown\, and George Washington universities\, and a member of the International Institute for Strategic Studies. He also serves as a member of the Defense Policy Board at the U.S. Department of Defense. O’Hanlon was a member of the external advisory board at the Central Intelligence Agency from 2011-12.
