Past positions include Division Head of Engineering\, Business\, and Computing at Penn State Berks; Dean of the Institute for Advanced Studies in Administration (IESA) in Caracas\, Venezuela and President of the Engineering Research Institute also in Caracas. Esqueda served as a consultant for the European Union to review the European Union Latin American Scholarship Program from 2003-2008. SUMMARY:The Plight of the Kurds with Kani Xulam
DESCRIPTION:Kani Xulam is a native of Kurdistan. He studied International Relations at the University of Toronto\, holds a BA in history from the University of California Santa Barbara and an MA in the International Service program at American University. \nAt the University of Toronto\, he represented Kurdistan at the Model United Nations\, which passed a nonbinding resolution recognizing the right of the Kurdish people to self-determination.\nAt the University of California Santa Barbara\, he was part of a group of peace activists who protested the first Gulf War by taking part in a sit-in at Chancellor’s office in January 1991. Everyone was arrested. Mr. Xulam pled not guilty\, defended himself\, and was sentenced to 18 hours of community service to plant saplings in Santa Barbara. \nIn 1993\, at the urging of Kurdish community leaders in America\, he left his family business in Santa Barbara\, California to establish the American Kurdish Information Network (AKIN) in the nation’s capital. SUMMARY:ISIS Funding and the Future of Terrorism with Colin P. Clarke
DESCRIPTION:Colin P. Clarke is a political scientist at the RAND Corporation\, where his research focuses on terrorism\, insurgency and criminal networks. At RAND\, Clarke has directed studies on ISIS financing\, the future of terrorism and transnational crime\, and lessons learned from all insurgencies between the end of WWII and 2009. \nIn addition to his work at RAND\, he is an associate fellow at the International Centre for Counter-Terrorism (ICCT)-The Hague\, in the Netherlands\, and a lecturer at Carnegie Mellon University where he teaches courses on terrorism\, insurgency and the future of warfare. \nClarke has briefed his research at a range of national and international security forums\, including the U.S. Army War College\, US Air Force Special Operations School\, Society for Terrorism Research International Conference\, the Global Counterterrorism Forum (GCTF) and the Counter ISIS Financing Group (CIFG)\, which is part of the Global Coalition to Defeat ISIS. \nHe appears frequently in the media\, has been quoted in The New York Times\, The Washington Post\, and The Wall Street Journal\, and has published his research in Foreign Affairs\, Foreign Policy\, The Atlantic\, Politico\, Lawfare\, and numerous scholarly journals\, including Small Wars & Insurgencies\, Historical Methods\, and Military Operations Research. \nClarke is the author of Terrorism\, Inc.: The Financing of Terrorism\, Insurgency\, and Irregular Warfare\, published in 2015 by Praeger Security International and is currently working on Terrorism: The Essential Reference Guide\, also by Praeger and due to be published in 2018. SUMMARY:Putin's War Against the West with John J. Sullivan
DESCRIPTION:Ambassador John J. Sullivan\, former U.S. Deputy Secretary of State and former U.S. Ambassador to the Russian Federation\, was recently named a Distinguished Senior Fellow in Columbia Law School’s National Security Law Program. He is a partner in Mayer Brown’s Washington DC and New York offices and co-leads the firm’s National Security practice. \nAmbassador Sullivan’s career spans four decades in public service in prominent diplomatic and legal positions under five U.S. presidents. His earlier positions included Deputy Secretary of Commerce under President George W. Bush\, following his service from 2005 to 2007 as the general counsel of the department. In President Bush’s first term\, he served as deputy general counsel of the Defense Department. In the George H.W. Bush Administration\, Ambassador Sullivan was counselor to Assistant Attorney General J. Michael Luttig in the Justice Department’s Office of Legal Counsel. \nIn private practice at Mayer Brown\, which he first joined in 1993\, Ambassador Sullivan has been a member of the Supreme Court and Appellate practice and was a co-founder of the National Security practice. \nAmbassador Sullivan received his bachelor’s degree from Brown University and his law degree from the Columbia University School of Law\, where he was Book Reviews Editor of the Columbia Law Review. He was a law clerk for Associate Justice David H. Souter of the Supreme Court of the United States\, and for Judge John Minor Wisdom of the United States Court of Appeals for the Fifth Circuit. SUMMARY:The Role of the Inspector General in the Battle for Honest and Accountable Government with Glenn Fine
DESCRIPTION:Glenn Fine is a nonresident fellow in the Governance Studies program at The Brookings Institution. \nFine served as the Inspector General for the Department of Justice from 2000 to 2011 in the Clinton\, Bush\, and Obama Administrations. As the Inspector General\, he supervised and issued reports of investigations and audits on many high-profile issues facing the Department of Justice. \nAfter practicing law at a firm\, Fine returned to government\, and in January 2016 he became the Acting Inspector General for the Department of Defense. In this role\, he led the largest inspector general’s office with more than 1700 staff in 50 offices around the country and the world\, for over four years. \nFine has testified more than 50 times before Congressional committees and has written articles on the role of inspectors general\, federal investigations\, and management in federal agencies. He has received numerous honors for his inspector general work\, including being named the Lawyer of the Year by the National Law Journal. \nFine graduated from Harvard College\, where he majored in economics. He was the co-captain of the Harvard basketball team and was selected in the 10th round of the 1979 NBA draft by the San Antonio Spurs. Instead of trying out for the Spurs\, he attended Oxford University on a Rhodes Scholarship. \nFine earned a law degree from Harvard Law School. After law school\, he worked as an Assistant United States Attorney in Washington D.C. A former foreign correspondent for U.S. News & World Report and senior editor at Foreign Affairs\, Ms. Robinson provides frequent commentary on international affairs and U.S. foreign policy. Her books include Masters of Chaos\, a New York Times bestseller; Tell Me How This Ends\, a Foreign Affairs bestseller and a New York Times Notable Book of 2008; One Hundred Victories\, about Afghanistan; and Intervention or Neglect\, about Central America. SUMMARY:Oversight of Government Programs and Funds: Domestic and International Structures and Challenges - with Ann Calvaresi Barr
DESCRIPTION:This event is rescheduled for Thursday February 20 due to an inclement weather forecast. \nFormer Inspector General Ann Calvaresi Barr led the oversight of activities conducted by USAID\, the U.S. African Development Foundation\, the Inter-American Foundation\, the Millennium Challenge Corporation\, and the Overseas Private Investment Corporation. In fiscal year 2017\, USAID alone managed nearly $30 billion in budgetary resources to provide humanitarian assistance and advance economic growth and democracy around the world. Ms. Calvaresi Barr also works with the Inspectors General of the Department of State and the Department of Defense to coordinate each OIG’s activities under the Lead Inspector General for Overseas Contingency Operations initiative. Ms. Calvaresi Barr took office in November 2015 and worked tirelessly to strengthen OIG’s contributions to and support of integrity\, efficiency\, and effectiveness in the Nation’s complex foreign assistance programs and operations. \nMs. Calvaresi Barr previously served as the Deputy Inspector General at the U.S. Department of Transportation from 2010 to 2015. In that position\, Ms. Calvaresi Barr provided leadership and direction of audits and investigations of transportation issues\, as well as oversight of Office of Inspector General operational support activities. \nMs. Calvaresi Barr joined the U.S. Department of Transportation as the Principal Assistant Inspector General for Auditing and Evaluation in March 2009. She directed and oversaw all audit work on the Department’s air\, highway\, public transit\, maritime\, and rail programs\, including implementation of the American Recovery and Reinvestment Act of 2009\, which invested over $48 billion in the Nation’s transportation infrastructure. She assumed this position after a 25-year career at the U.S. Government Accountability Office. \nAt GAO\, Ms. Calvaresi Barr served as a director in the Acquisition and Sourcing Management team in Washington\, DC. As a senior executive\, Ms. Calvaresi Barr was responsible for directing numerous engagement teams\, producing reports\, and delivering congressional testimony on technology transfer\, the defense supplier base\, and contract management. Ms. Calvaresi Barr started her GAO career in 1984\, working on healthcare and intergovernmental relations issues. From 1988 to 1993\, she completed an overseas tour in GAO’s former European office in Frankfurt\, Germany\, where she worked largely on defense\, international affairs\, and national security issues. Prior to her GAO career\, she worked for the City of Reading\, PA\, and for the City Manager of Rockville\, MD. \nMs. Calvaresi Barr is a graduate of Dickinson College in Carlisle\, PA\, where she earned a B.A. degree in political science in 1982. DESCRIPTION:Charles Kupchan is a senior fellow at the Council on Foreign Relations (CFR) and professor of international affairs at Georgetown University in the Walsh School of Foreign Service and Department of Government. \nFrom 2014 to 2017\, Kupchan served as special assistant to the president and senior director for European affairs on the staff of the National Security Council (NSC) in the Barack Obama administration. He was also director for European affairs on the NSC during the first Bill Clinton administration.  Before joining the Clinton NSC\, he worked in the U.S. Department of State on the policy planning staff.  Previously\, he was an assistant professor of politics at Princeton University. \nKupchan has served as a visiting scholar at Harvard University’s Center for International Affairs\, Columbia University’s Institute for War and Peace Studies\, the International Institute for Strategic Studies in London\, the Centre d’Étude et de Recherches Internationales in Paris\, and the Institute for International Policy Studies in Tokyo. Jenkins has served in multiple positions at World Learning over more than a decade. She first joined in June 2007 as senior director of international programs after a 16-year career in humanitarian aid and development. She spent seven years at the organization\, including three years as head of its International Development and Exchange. In 2014\, after nearly a year working on business and program development for World Vision in East Africa\, Jenkins returned to World Learning. Under Jenkins’s leadership\, World Learning’s development portfolio has seen revenue increase by 14 percent with continued anticipated growth. She oversaw the merger of World Learning’s three development and exchange offices into one location\, leveraging the assets of more than 100 staff members. She was named CEO in February 2018. Prior to joining World Learning\, Jenkins was director of program development for International Medical Corps\, where she managed a team of technical business development professionals to improve the quality of field programs and expand the coverage to project recipients. She also previously spent 12 years working for World Vision\, including a period during which she was posted in Southern Africa. Jenkins holds a bachelor’s degree in political science from Messiah College in Pennsylvania. DESCRIPTION:Adrian Grieve moved to United States from Scotland in 1985 after graduating with a degree in Social Work. He became a Red Cross disaster volunteer as a direct result of the December 1988 Pan Am 103 crash in his hometown of Lockerbie\, Scotland. He subsequently joined as a paid employee in 1992\, serving in multiple roles including Regional Disaster Officer and Executive Director. Adrian is currently the Central Atlantic Division Disaster State Relations Director serving DC\, DE\, MD\, VA\, and FEMA Region III. He has responded to over 30 large disasters such as hurricanes\, tornadoes\, floods\, and wildfires and hundreds of local home fires. DESCRIPTION:At this luncheon\, Dr. Moore will be presenting via Zoom. \nAs Director of China Programs and Strategic Initiatives\, Scott Moore works with faculty members from across the University to design\, implement\, and highlight innovative\, high-impact global research initiatives in areas including sustainability and emerging technology. Dr. Moore directs Penn Global’s four research and engagement fund programs\, including those designed to support faculty-led projects in China\, India\, and Africa. Dr. Moore also works collaboratively with colleagues across campus to elevate Penn faculty engagement initiatives with regional or thematic foci. \nScott Moore is a political scientist whose interests center on environmental sustainability\, technology\, and international relations. His first book\, Subnational Hydropolitics: Conflict\, Cooperation\, and Institution-Building in Shared River Basins (Oxford University Press\, 2018)\, examines how climate change and other pressures affect the likelihood of conflict over water within countries. Prior to Penn\, Dr. Moore was a Young Professional and Water Resources Management Specialist at the World Bank Group\, and Environment\, Science\, Technology\, and Health Officer for China at the U.S. Department of State\, where he worked extensively on the Paris Agreement on climate change. Prior to entering public service\, Dr. Moore was Giorgio Ruffolo Post-Doctoral Research Fellow with the Belfer Center for Science and International Affairs at Harvard University. Scott’s research and commentary on a wide range of environmental and international affairs issues has appeared in a range of leading scholarly journals and media outlets\, including Nature\, The China Quarterly\, Foreign Affairs\, and The New York Times. SUMMARY:Marginalized Communities in South America: The Case of Ecuador with Dr. Brian Jennings

DESCRIPTION:Philip Wasielewski is a Senior Fellow in the Foreign Policy Research Institute’s Eurasia Program.  He is a former Paramilitary Case Officer who had a 31-year career in the Directorate of Operations of the Central Intelligence Agency.  He was a member of the first CIA team into Afghanistan in 2001 and served a three-year assignment on the National Security Council staff as the Director for Intelligence and Covert Action programs.  His CIA career was paralleled by a concurrent 30-year Marine Corps career (7 years active duty and 23 reserve) as an infantry officer including mobilizations for Afghanistan and Iraq.  Philip Wasielewski graduated from the University of Pennsylvania in 1983 with a B.A. in International Relations and European History.  He also has an M.A. from Harvard’s Davis Center for Russian Studies and an M.A. in National Security Studies from the Army War College. \nThis event will be held at 12:00 noon on October 11 at the McGlinn Conference Center. \nDEADLINE FOR REGISTRATION IS OCTOBER 3RD \nClick here to register for this event now.

DESCRIPTION:Irene Langran is the Associate Dean of General Education and Faculty Development at Albright College. She is also a professor of Political Science\, teaching courses in international law\, human rights\, and global health. Her research interests include globalization\, global health\, and global governance. A passionate advocate of interdisciplinary studies\, Dr. Langran co-edited Globalization and Global Citizenship: Interdisciplinary Approaches (Routledge\, 2016). She has published in several academic journals\, including Journal of Asian and African Studies\, Asian Studies\, New Global Studies\, Canadian Journal of Political Science\, American Journal of Islamic Social Sciences\, and Journal for Peace and Justice Studies. An innovative teacher dedicated to the promotion of civil and productive political conversations in the classroom\, Dr. Langran received the Lindback Award for Distinguished Teaching at Albright College in 2016. \nDr. Langran received her doctorate from the University of Toronto\, specializing in the comparative politics of developing countries. The field research for her dissertation focused on health sector reform in the war-torn southern Philippine region of Mindanao. SUMMARY:New Crisis Narratives for Europe: Redefining Political Motives via Russian Disinformation about Ukraine with Dr. Marco Ehrl
DESCRIPTION:Dr. Marco Ehrl is an Assistant Professor in the Department of Communication Studies at Kutztown University of Pennsylvania. He earned his first M.A. in Communication and American Studies from the University of Duisburg-Essen in Germany. He earned his second M.A. in Communication from Central Michigan University and his Ph.D. in Communication from Texas A&M University. His research explores European and International crisis narratives\, global media\, and political rhetoric. Using qualitative and quantitative methods\, Marco’s research examines how political crisis narrators like the media\, public spheres\, and political leaders define the causes\, consequences\, and cures of political crises. Dr. Ehrl’s recent publications appeared in the International Journal of Strategic Communication and Communication and the Public. In addition\, Dr. Ehrl regularly presents his research at conferences including the International Association for Media and Communication Research\, the International Society for the Study of Argumentation\, the National Communication Association\, and the Rhetoric Society of America. Dr. Ehrl is also a Faculty Leader for The Washington Program and has worked with the Pentagon-based Strategic Multi-Layered Assessment Group conducting open-source intelligence research. \nPlease note the location change. SUMMARY:Race\, American Diplomacy and why Diversity is so Important with Ambassador Charles Ray
DESCRIPTION:Charles A. Ray is a retired Foreign Service Officer who served 30 years in the US Foreign Service\, and before that\, 20 years in the US Army. During his army service\, including two tours in Vietnam\, he served in Military Intelligence\, Special Operations\, and Public Affairs\, with tours of duty in Germany\, Korea\, Vietnam\, and Panama\, as well as posts throughout the U.S.\, and retired in 1982 with the rank of Major. \nDuring 30 years in the Foreign Service\, he was posted to China\, Thailand\, Sierra Leone\, Vietnam\, Cambodia\, and Zimbabwe. His overseas assignments included service as Deputy Chief of Mission in Sierra Leone during that country’s transition to democratic rule\, he was the first US Consul General in Ho Chi Minh City\, Vietnam\, and was ambassador to Cambodia and Zimbabwe. From 2006 to 2009\, he was Deputy Assistant Secretary of Defense for POW/Missing Personnel Affairs and Director of the Defense POW/Missing Personnel Office. \nSince retirement from public service\, he has been a full time freelance writer and consultant\, and is the author of more than 60 books of fiction and non-fiction\, including three books on leadership. He is a frequent blogger and contributor to several Internet news and content sites. Ray is also a photographer and artist\, and has worked as a journalist and artist for a number of publications in the US and abroad. During the late 70s he was editorial cartoonist for the Spring Lake (NC) News\, a weekly newspaper near Fort Bragg\, NC. He was the first chairman of the American Foreign Service Association’s Professionalism and Ethics Committee. He runs a workshop on professional writing for Rangel Scholars at Howard University each summer\, and has lectured at the Osher Lifelong Learning Institute of Johns Hopkins University\, speaking on global hotspots and the History of American Diplomacy. He has also done consulting work for the Department of Defense on personnel recovery (working with the Angel Thunder PR exercise) and as an interagency subject matter expert during army unit pre-deployment training. \nRay is a member of the American Foreign Service Association (AFSA)\, the Association of Black American Ambassadors\, and the American Academy of Diplomacy. \nA native of Texas\, Ray now makes his home in North Potomac\, MD\, a suburb of Washington\, DC. \nThis event will be held at Legend’s Restaurant at noon on May 17th. \nClick here to register for this event now. \nThe event is being sponsored by Vice Admiral Daniel Cooper (Retired).

DESCRIPTION:Elizabeth Smith currently serves as the Public Diplomacy Officer for Public Engagement (Cultural Affairs Officer) at U.S. Embassy San Jose\, Costa Rica.  Within this portfolio\, she works on educational and cultural programming\, particularly for socially disadvantaged communities.  Her work includes building relationships with Costa Ricans through people-to people programs such as cultural and academic exchanges\, English language teaching\, women and youth entrepreneurship\, STEAM initiatives\, and various grant programs which promote U.S. values. \nPreviously\, she has served the U.S. Department of State in our missions in Pakistan\, Mexico\, and Guyana.  Prior to joining the Foreign Service\, she taught English as a Second Language in New York City public high schools and trained English teachers in Nicaragua through the English Language Fellows Program.   \nShe holds a B.A. in Romance Languages\, Urban Studies\, and Immigration Studies from New York University and a M.S. in Teaching English to Speakers of Other Languages from Fordham University.  In her free time\, she is currently pursuing a M.A. in International Law and Diplomacy from the University for Peace in Costa Rica\, charted by the United Nations.  She was raised in Lancaster\, PA. \nNo registration required.
